Bomb Explodes Near Police Post

INGUSHETIA – A homemade bomb detonated last evening near a police post in the Gamurziyevsky municipal okrug of Nazran on the Kavkaz federal highway.  No one was hurt (Ingushetiya.ru).

St. Petersburg Policeman Wounded in Possible Sniper Attack

INGUSHETIA – A policeman from St. Petersburg has been wounded in a possible sniper attack at a police post on the Kavkaz federal highway in the Sunzhensky District.

 

Interfax reports that the attack took place at 18:30 Moscow time near the turn off for the stanitsa of Nesterovskaya.   Investigators believe it was a sniper attack like those earlier in the month targeting policemen in Ingushetia. The policeman was wounded in the shoulder and hospitalized (INTERFAX.RU).

Bomb Explodes at Police Chief’s House

INGUSHETIA – A homemade bomb exploded today at 12:30 (Ingushetiya.ru reports 13:00) at the home of the Sunzhensky ROVD police chief on Engles Street in the stanitsa of Ordzhonikidzevskaya.

 

 “The explosion took place at that moment when ROVD chief Bagaudin Chaniyev returned home in his GAZ-3102 vehicle being driven by his service driver. Nobody was hurt,” a police spokesman told ITAR-TASS.  Police estimate that the  bomb consisted of 500-800 grams of trotil (TNT) equivalent.

Café Shooting Ends in Shooter’s Death

CHECHNYA – A policeman was shot at 01:50 this morning outside the “Argo” café on Zavodskaya Street in the settlement of Znamenskoye, Nadterechny District.   A police spokesman told IA Regnum that 30-year-old (SOG) senior investigator Captain Saidov, was shot with a pistol by a 39-year-old Beno-Yurt resident who escaped in a Zhiguli car.  Saidov, who was wounded in the back, returned fire.  He has been hospitalized.

 

Police tracked the shooter to the central market and fired on his vehicle.  The driver crashed into a gas pipeline and later died in the hospital from his wounds and injuries sustained during the crash.

Grenade Detonates Outside Official’s Home

CHECHNYAInterfax.ru reports that an unknown person this morning detonated a grenade outside the home of a Federal Immigration Service official, Major Akhmed Talgayev.  The incident took place on Spartaka Street in the Oktyabrsky District of Grozny.  No one was hurt.

Spetz-Operation Underway in Semender

DAGESTAN – Police in the village of Semender (located near Makhachkala) have begun the storm of a house in which a fighter identified only as Nabi (last name unknown) is believed to be hiding.    Police surrounded the house at 17:30 this evening, with the attack beginning at 18:10 after police were fired upon by a gunman in the house believed to be “Nabi.”

Former Fighter Arrested

CHECHNYA – Police arrested a former fighter at 11:40 yesterday in the settlement of Rubezhnoye, Naursky District.  According to investigators, the unidentified man from December 1994 to February 1995 was a member of the NVF commanded by Batalov (IA Regnum.)

On 2 and 8 June RETWA published two lists (see below) of Chechen and North Caucasus militant leadership sent to us by anonymous readers.  Since both lists generated a good deal of comment and discussion, we thought this would be a good opportunity to open a discussion FORUM on this important subject.  We have since received other valuable FORUM postings (below) which we hope will be of value to our readers.

Russia’s Amnesty: A Sinister Russian Tactic or a Program Saving Lives?

 

One of our readers has asked RETWA to comment on the 27 July Jamestown Foundation article by Andrew McGregor which, the reader writes, “attempts to discredit Russia’s offer of amnesty to North Caucasus militants who lay down their arms as just (quoting from the Jamestown article) ‘a new Russian tactic’ to ensure ‘Russian rule in the North Caucasus.’ ” 

 

Unfortunately, McGregor’s article “The Amnesty Offensive: Breaking Down Basaev’s Network” does little to shed light on the genuine goal of the amnesty program--which is to save lives—nor the results yielded to date. So what RETWA would like to do in response to the reader's request is focus on the life saving value and the results of Russia’s 16 day old call to militants to lay down their arms in the aftermath of Shamil Basayev’s death on 10 July.

The following figures drawn from RETWA’s daily reporting concern the number of people killed and wounded by roadside bombs, landmines, assassinations, ambushes, and other violent acts committed by suspected North Caucasus Islamic militants in the month of March 2006.  Casualties (except militant) resulting from police operations are also included.

 

The statistics presented below are broken down by republic with the following casualty categories: Civilians, Government Officials, Policemen, Russian Ministry of Defense Personnel, and Russian Interior Ministry Troops Servicemen. CHECHNYA - In a recent report by Amina Visaeva for the Institute for War and Peace Reporting, Ms. Visaeva states there is an alarming increase in severe illnesses to babies born in Chechnya. Historically in the former Soviet Union a child was not only an addition to the family but an addition to the work force. Health care in general and maternity wards were far superior and more accessible than today.
