Two Wanted Fighters Captured

INGUSHETIA – Two wanted fighters have been taken into custody in Ingushetia.

“A spetz-operation was carried out based on the existence of operational information about the presence of active members of the band underground at a concrete address.  As a result, two people on the federal wanted list for crimes were detained,” a police spokesman told Interfax.  No mention was made of the place and time of the operation.

Loud Explosion Heard in Surkhakhi

INGUSHETIA – At 11:49 this morning, the website www.Ingushetiya.ru reported that before dawn (at 03:25), residents of the village of Surkhakhi, Nazranovsky District, heard a loud explosion which broke the widows out of several houses and woke up people in the village.   No further details are available.

Arms Cache Uncovered in Ordzhonikidzevskaya

INGUSHETIA – Police have uncovered an arms cache near a graveyard in the stanitsa of Ordzhonikidzevskaya.  RIA Novosti reports that sappers extracted three automatic Kalashnikov rifles, grenade launcher projectiles, ammunition, electronic detonators, 600 grams of explosives, four homemade bombs, night vision equipment, silencers, and Wahhabi literature from the cache.  A list of republic license plates belonging to cars owned by policemen as well as a notebook containing recent expenditures were also found (MK).

Two Unexplained Murders in Karabulak Last Night

INGUSHETIA – Rosbalt-Yug reports that unknown gunmen in masks and camouflage uniforms broke into the glass shop of the Karabulak firm OOO “RIPSU,” and shot and killed two men last night.  The deceased have been identified as 22-year-old Yatris or Idris Ismailov and 29-year-old Karen Aryutsunyan.    Both 7.62 mm and 9 mm spent cartridges were found at the scene.   Investigators have offered no motive for the killings.

Armed Men Attack, Lecture on Evil of Alcohol, Steal Food and Victim’s Cars

INGUSHETIA –  At 19:30 last evening, three bearded men, armed, wearing camouflage uniforms, and speaking Ingush appeared from the woods and approached  three men and three women drinking, eating and relaxing on the banks of the Assa River on the outskirts of the stanitsa of Nesterovska, Sunzhensky District.  According to witnesses, the armed men told the people that they did not like the fact that alcohol was being consumed.  The armed men beat the three males in the group and then proceeded to lecture all on the evils of alcohol and living an unholy life.  The attackers then broke the bottles of alcohol, collected the food brought by the six people, and departed from the scene in the two vehicles owned by the victims (IA Regnum; Ingushetiya.ru).

Two Former NVF Members Arrested

CHECHNYA – Two suspected former NVF members were taken into custody yesterday.   An unidentified 46-year-old resident of the village of Zagrazhskiy, Staropromyslovsky District, Grozny, who from 1994 to 1995 was a member of the illegal armed formation commanded by Ruslan Gelayev  was one.  The other was a 43-year-old male resident of the Zavodsky District, Grozny, who from August to September 1997 belonged to the NVF commanded by Arbi Barayev in the village of Chernoreche, Grozny (Kavkazsky Uzel).

NVF “Accomplice” Caught Red Handed

CHECHNYA -  On 21 July, District OVF police, along with UBOP and UVO  police, arrested a 46-year-old man in the village of Martan-Chu, Urus-Martanovsky District, as a suspected NVF “accomplice.”  “The man was driving a Zil-131 truck transporting food and ammunition to illegal armed formation members,” a police spokesman told Kavkazsky Uzel

Identities of Three Murdered Policemen Released

CHECHNYA – Authorities have released the names of the three policemen murdered by unknown gunmen in the Naursky District Sunday night (see earlier RETWA reporting).  They are: Avsad Aitamirov, Salavdi Bachayev, and Khizir Musaliyev.  All three at the time of their deaths were serving as security at a former labor camp on the grounds of the Kalinina state farm.    They were murdered inside a residential trailer on the grounds of the camp.  Investigators believe the policemen were either caught by complete surprise or knew the assassins who were driving an UAZ car (Kavkazsky Uzel).

Court Sentences NVF Members Khaniyev and Isakov to Long Prison Sentences

CHECHNYAChechnya’s  Supreme Court has sentenced Osman Khaniyev and Rizvan Isakov to 14 years and 12.5 years respectively at hard labor on a variety of charges, including participation in an illegal armed group, attacks on policemen, the illegal acquisition and use of arms, ammunition, and explosive devices, and explosives.

Home of Rector of Islamic Institute Bombed

INGUSHETIA – At 01:22, 23 July, the website www.Ingushetiya.ru reported that it has determined the source of this morning’s explosion in the settlement of Surkhakhi reported earlier by RETWA. According to Ingushetiya.ru, a bomb detonated at the residence of the Rector of the Islamic Institute of the stanitsa of Ordzhonikidzevskaya,  Magomed-Bashir Aushev.  No one was hurt.  Last year, unknown persons bombed Aushev’s house in Nazran.

On 2 and 8 June RETWA published two lists (see below) of Chechen and North Caucasus militant leadership sent to us by anonymous readers.  Since both lists generated a good deal of comment and discussion, we thought this would be a good opportunity to open a discussion FORUM on this important subject.  We have since received other valuable FORUM postings (below) which we hope will be of value to our readers.

Russia’s Amnesty: A Sinister Russian Tactic or a Program Saving Lives?

 

One of our readers has asked RETWA to comment on the 27 July Jamestown Foundation article by Andrew McGregor which, the reader writes, “attempts to discredit Russia’s offer of amnesty to North Caucasus militants who lay down their arms as just (quoting from the Jamestown article) ‘a new Russian tactic’ to ensure ‘Russian rule in the North Caucasus.’ ” 

 

Unfortunately, McGregor’s article “The Amnesty Offensive: Breaking Down Basaev’s Network” does little to shed light on the genuine goal of the amnesty program--which is to save lives—nor the results yielded to date. So what RETWA would like to do in response to the reader's request is focus on the life saving value and the results of Russia’s 16 day old call to militants to lay down their arms in the aftermath of Shamil Basayev’s death on 10 July.

The statistics presented below are broken down by republic with the following casualty categories: Civilians, Government Officials, Policemen, Russian Ministry of Defense Personnel, and Russian Interior Ministry Troops Servicemen. CHECHNYA - In a recent report by Amina Visaeva for the Institute for War and Peace Reporting, Ms. Visaeva states there is an alarming increase in severe illnesses to babies born in Chechnya. Historically in the former Soviet Union a child was not only an addition to the family but an addition to the work force. Health care in general and maternity wards were far superior and more accessible than today.
